New York RAISE Act (Responsible AI Safety and Education Act)
New York State Legislature; signed by Governor Kathy Hochul · 2025-12-19 (signed); 2026-03-27 (chapter amendment); 2027-01-01 (effective)
New York's frontier-AI law requires big developers to publish safety frameworks and report critical incidents within 72 hours, starting in 2027. Whether it survives federal preemption efforts is an open question.
What it calls for
- Transparency
- Safety evaluations
- Liability
Scope
Large frontier developers (>10^26 ops, >$500M revenue); 72-hour critical incident reporting; penalties up to $1M/$3M
What actually happened
Signed with negotiated amendments aligning it to California's SB 53, then finalised via chapter amendment on 2026-03-27; an oversight office sits in the NY Department of Financial Services (https://www.wiley.law/alert-New-York-Finalizes-RAISE-Act-for-Frontier-AI-Models-Law-Takes-Effect-January-1-2027). Like SB 53 it faces the federal preemption executive order. Not yet in force, so no compliance record.
